The Port of Portland’s container terminal reopened and longshore union members returned to work.

Arbitrator Jan Holmes directed union members at Terminal 6 to return to work. Under her decision, union members won’t receive pay for the hours they stopped work, given her conclusion of an absence of threat, according to terminal operator ICTSI Oregon Inc.
