The bill calls for the state to study the possibility of offering free classes to Oregon high school graduates.

Gov. John Kitzhaber testified in favor of the bill at a Senate hearing and is expected to sign it.

The proposal calls for the new Higher Education Coordinating Commission to study the issue and determine whether it’s feasible. If so, lawmakers would take up the issue again next year.
