Land-use ‘grand bargain’ to move through Oregon legislature

An amendment to House Bill 3078 would bring land inside Washington County’s urban growth boundary and designate parcels as urban or rural reserves.

The plan would address the land-use impasse in two ways.

First, it would affirm a 2011 UGB decision that added roughly 2,000 acres for potential development as well as parcels near Hillsboro, Forest Grove and Cornelius.

Then it would set Washington County’s urban and rural reserve map in statute, removing urban reserves from the Helvetia area, as well as dialing back urban reserves near Hillsboro, Forest Grove and Cornelius.
