The International Longshore and Warehouse Union view the payments as indirect subsidies of Port of Portland terminal operator ICTSI Oregon Inc.

Port commissioners are scheduled to vote at their monthly meeting Wednesday on $20-per-container incentive payments to help persuade Hanjin Shipping Co. to continue calling on Portland.

The payments, totaling up to $4 million, would go to Hanjin and other shipping lines, not to terminal operator ICTSI Oregon Inc.
