According to the Texas A&M Transportation Institute’s Urban Mobility Report , Eugene commuters spent 13 hours stuck in traffic in 2011. That compared favorably with the 23 hours that motorists from small U.S. cities spent on average stuck in traffic — and with the 27 extra hours that Salem drivers spent in congestion.
Salem’s traffic was the 66th-worst among the report’s 101 intensively studied urban areas. Only three similarly sized, “small” cities had worse delays.
