The commission in Washington, D.C., voted 6-0 in favor of a finding that the U.S. solar industry has been injured by imports from China. The vote sets in place for five years duties imposed earlier by the U.S. Commerce Department, which found that the Chinese government was subsidizing companies in China that dumped products in the United States.
SolarWorld Industries America Inc., which employs about 900 at a factory in Hillsboro, Ore., led the controversial initiative to persuade U.S. officials to levy tariffs on the imports. Gordon Brinser, SolarWorld Industries America president, said in a news release that China had tried to gain a monopoly on solar cells and panels in the U.S. market.
