A Portland harbor steel mill may be reopened by Russian company Evraz Group, bringing 100 jobs back to the area.

An Evraz North America spokeswoman confirmed the development Thursday, the same day the United States slapped record anti-dumping duties on steel pipe from China, aggravating trade tensions. An Evraz subsidiary in Colorado had joined other companies requesting the duties to protect U.S. manufacturers from cheap Chinese imports.

Steel demand is rising in North America, South Africa and Italy, Pavel Tatyanin, Evraz Group senior vice president, told Bloomberg news in Moscow. Tatyanin said new orders could reopen the Portland mill.
