The index, released monthly by the home builders association and First American Title Insurance Company, includes markets that have shown six months of growth in building permits, home prices and employment.
It’s not clear how Bend in just three months regained its spot on a list that requires six months of improvement, but it likely has to do with the data used to compile the list. The home-price numbers are from an index published by Freddie Mac on a quarterly delay.
