The first affordable housing development in Portland’s South Waterfront district is set to open in November.

The Portland Housing Bureau partnered with non-profit REACH Community Development on the six-story building, which is named after local philanthropist, developer and veteran John Gray. It also includes subterranean parking.

Forty-two of the apartments are reserved for low-income veterans who have been homeless within the past two years. Rents on these are federally subsidized. The other apartments are intended as work-force housing for people earning between 50 and 60 percent of median family income.
