Lottery chief sides with bars


The head of Oregon’s lottery agency is recommending that compensation rates for bars and taverns stay the same.

If Oregon’s lottery head gets his way, lottery compensation rates for bars and taverns may be kept the same, the first time in 17 years that they haven’t been reduced by the state.

The recommendation also comes when lottery revenues have been hit with a double whammy. A statewide smoking ban in bars and taverns is being blamed for prompting patrons to spend less time and money at lottery gambling machines. Meanwhile, the economic downturn has proven wrong the notion that gambling is a recession-proof industry.

Penn wrote in his draft recommendation that it is too risky to reduce compensation rates with lottery revenues on the downswing and the economic future so uncertain.
