The Troutdale City Council granted the Troutdale Energy Center a five-year tax abatement for its proposed natural-gas-fired power plant.

The $680 million project would position a power plant in an area plagued by winter electricity reliability problems.

Within five years, PGE needs to add power to its portfolio as longtime contracts expire and its customer base expands. So the utility is searching the region for economical and sustainable power providers.
