The Oregon Attorney General released a list of the 20 worst charities for 2011.

Shiloh topped the list for the second year in a row, for spending the least on charitable activities.

Shiloh spent 96.8 percent of its funds on management and fundraising.

“Most charities in Oregon do important work, helping the needy and supporting worthy causes,” Attorney General Kroger wrote in a press release. “But generous Oregon donors should be aware that some non-profits are little more than scams that provide little if any help to the causes they claim to support.”

The list also came some general warnings from the Attorney General’s office concerning giving, including not giving out personal information over the phone or making donations payable to an individual instead of an organization.
