The Portland Development Commission is adding 430 acres to the Interstate Urban Renewal District, but the Memorial Coliseum and land around the Rose Garden aren’t included in the expansion.

The Rose Quarter issue has been a particularly thorny issue for Mayor Sam Adams, who has been pushing for redevelopment in the area but has not made any comments about whether a deal with the Portland Trail Blazers will materialize before a self-imposed May 24 deadline.

The fact that Rose Quarter land is not being included in the revision does not necessarily signal negotiations are unproductive, as there has been major resistance to the urban renewal concept and city leaders could always propose another boundary amendment in the future.

But the decision to move forward now, months behind a timeline that was supposed to account for Rose Quarter redevelopment options, is coming directly from Adams.
