WSJ: General Motors Co. dismissed 15 employees after a “troubling” report revealed why it took the auto maker 11 years to recall defective cars.

“What [the report] found was a pattern of incompetence and neglect,” Ms. Barra said on Thursday during a meeting with about 1,000 employees at the company’s Warren, Mich., technical center. Her presentation was broadcast to employees around the world.
