The Rebuilding American Homeownership Assistance Pilot Program now is available for residents of Marion and Polk counties, state officials said Thursday. Qualified homeowners with underwater mortgages can refinance through the program.

Alison McIntosh, a state spokeswoman, said the average participant in the program so far has saved about $269 per month and had an average interest rate reduction of about 2 percent.
