Renewed labor chaos prompted ICTSI Oregon to issue a ban on freight deliveries at Terminal 6.

Any resulting chaos, as two foreign vessels load and unload, won’t impress managers at Hanjin Shipping Co., the South Korean ocean-cargo carrier. They are expected to announce any day now whether their ships will continue calling on Portland, where labor strife at times has snarled cargo and caused vessels to bypass the city.
