A proposed ballot initiative to create a People’s Water Trust in Portland is moving forward to the next stage.

The initiative follows a separate petition already in motion to take control of the Portland Water Bureau away from the city and give it to an independent elected board. Robert Jonah Majure, the chief petitioner for the new initiative, said the public water trust would be binding whether or not the first initiative passes.

The new initiative isn’t an official petition just yet, said Deborah Scroggin, the city elections officer. She will give the proposed charter change to city attorneys tomorrow, she said, and they’ll have five business days to write a ballot title. The title is a summary of the proposed legislation that voters see on the ballot.
