An $11.1 million broadband project to serve schools, fire districts, hospitals and private Internet providers has stalled in Oregon City over a dispute centered on city franchise fees.

Clackamas County’s installation of an $11.1 million broadband project to serve schools, fire districts, hospitals and private Internet providers has stalled in Oregon City over a dispute centered on city franchise fees.

Clackamas County started installing lines in Oregon City this spring after winning a $7.8 million federal stimulus grant in 2010 to build the 185-mile broadband ring connecting urban and rural parts of the county. Crews installed about 20,000 feet of fiber from the county’s main campus in Oregon City to nearby wastewater treatment plants before the city issued its stop-work order Sept. 13.
