Early results from PEBB’s 2012 open enrollment directly contradict a couple of predictions made about state worker response to the new surcharges contained in the health plan.

Some folks predicted that the Health Engagement Model would be a bust. They said workers would choose to pay the punitive $20 to $35 monthly surcharge rather than subject themselves to an intrusive wellness plan.

However, in the end, about 85 percent of state workers ended up signing on for the HEM, according to open enrollment figures presented to PEBB directors by Operations Director Wendy Edwards.
