The Eugene City Council will reject a proposal by Councilor Betty Taylor to lift the 15-year-old ban on dogs in the business district.

Calling Taylor’s proposal unneeded, the council majority sided with business owners who had told councilors a few moments earlier that the dog ban was one of the reasons the area has become the thriving district that it is today.

Area residents can take their dogs into the area, with its coffee bars, eateries and stores, but the dogs of nonresidents are not allowed.

Merchants and business representatives told councilors the canine prohibition was needed in the mid-1990s because transients, drug dealers and panhandlers would bring their sometimes-aggressive dogs in front of their businesses, causing problems and scaring away customers.
