During a bargaining session with state workers’ union representatives, state labor negotiators proposed a cap on health insurance and an end to the 6% PERS pickup.

The state negotiators will next present Gov. John Kitzhaber’s initial contract offer to Service Employees International Union Local 503, the largest state workers’ union.

The union countered with requests for annual cost-of-living increases, additional vacation days and a paid holiday the day after Thanksgiving.

The exchange of proposals amounts to the opening round of contract talks for the 2011-13 biennium. The current contract ends June 30.
