Portland Community College is planning a $39 million expansion at its 82nd Avenue campus.

The location opened in 2004 at what was an abandoned retail space on an arterial with a checkered past. Neighbors and developers are hoping to improve the area’s reputation and business climate.

The project could be a catalyst to improve that section of town — especially if PCC builds two proposed greenways, which it likens to the Park Blocks running through Portland State University.

“This part of the city needs some institutional landmarks,” says Kent Duffy, an architect working on the design, while speaking at a recent open house to solicit feedback.
