Given the still-slumbering economy and the property’s disheveled state, that might seem like an exercise in futility.
A series of recent bureaucratic breakthroughs, however — along with the opening of a sprawling FedEx Ground facility on former industrial property nearby — has energized the agency and lent a sense of urgency to preparing the land for an eventual economic uplift.
