Portland City Council votes to move forward on a plan to bring west Hayden Island into the city limits.

The Portland City Council votes 4-0 to further explore a plan that could bring 830 undeveloped acres of west Hayden Island into the city limits.

300 acres would be used for marine terminals for the Port of Portland, and the remaining 500 acres would remain for wildlife and recreation.

City planners were directed to prepare “cost-benefit” analyses and other studies that could enable the council to consider annexing the area by December of next year.

City commissioners accepted a proposal by Mayor Sam Adams to restrict port development to no more than 300 acres, with one important amendment. All railroad, bridge and roadway construction, plus utility rights of way, must fall within the 300 acres, under a proposal jointly suggested by Commissioner Amanda Fritz and Adams.
