The city will request proposals for developing rent-controlled units on the two properties. The larger of the two, just south of Pilot Butte, could accommodate 30 to 40 apartments, according to city staff. The second property, south of Bend High, could fit two fourplexes. The city intends to charge the developers only for fees associated with the transaction and not for the value of the land.

…The council had intended to include a third property, zoned for a single-family home, in its vote. However, councilors agreed to consider selling the lot, located just north of Pilot Butte Cemetery, to neighbors of the property or other buyers. If the sale goes through, the city would use the funds to support other affordable housing projects.
