Troutdale Energy Center cancels power plant project


Troutdale Energy Center, an offshoot of Ares Management, revoked plans to develop a gas power plant between the Troutdale Airport and Columbia River.

Like many energy projects, the plant plan was controversial. The developer wanted to sell power from the project to Portland General Electric, but the utility rejected that idea. Even so, Troutdale Energy Center pursued a siting permit from the state Energy Facility Siting Council (EFSC), as well as air and water pollution permits from the Department of Environmental Quality.

But a group of environmental organizations and other agencies opposed the project. Those groups cited air pollution, aquifer, noise and scenic impacts as reasons to reject the proposal.
