NOAA is denying claims that its future Newport base is on a floodplain and that it didn’t do enough to evaluate the costs of the move.

The heavily redacted document, obtained by the Statesman Journal under the Freedom of Information Act, chastises the Port of Bellingham and Seattle site for “disingenuous” protests filed with the Government Accountability Office.

The National Oceanic and Atmospheric Administration filed the document in response to the official protests submitted in late August by the Port of Bellingham and Fairview Avenue in Seattle. Those are two sites not chosen by the federal agency for the 20-year contract for its West Coast marine operations center.
