PORTLAND In early July, Portland-area government agencies will finalize the path of a $1.25 billion-$1.4 billion public transportation project that would extend light rail from downtown Portland to Milwaukie via a bridge over the Willamette River somewhere between the Marquam and Sellwood bridges. The city of Portland and Oregon Health and Science University are pushing for a route that passes through South Waterfront and a proposed OHSU campus on the east side of the river. State and federal funds will account for more than $1 billion of total costs; city, state and county agencies affected by the project must come up with the rest of the funding later this year.
