Is Rosado scamming (again)?

Developer Christino Rosado said he would create 300 new jobs in Oregon City with a new juice-production facility, but those plans have disappeared.

Now another of Rosado’s promises has fallen through, after he convinced 500 Yakama Nation tribe members to quit their jobs on promise of work cleaning up BP’s oil spill.

Problem is, Rosado doesn’t appear to have a legitimate contract with the petroleum giant or the financial or logistical means to transport workers to the Gulf Coast.

What he does have is the names, addresses and Social Security numbers of the tribe members he spent several days recruiting.
