Oregon lost its bid for $4.35 billion in federal education-reform grants.

The state applied for a $200 million share of the funds, but was not among the 16 states selected for the first round of grants under the Race to the Top competition.

“We learned from this experience and are taking those lessons to help us continue to move forward. Plans are already in place to start this next phase immediately,” Gov. Ted Kulongoski and State Schools Superintendent Susan Castillo wrote in a joint statement released Thursday.

States that were not chosen this time have a chance to strengthen their applications for a second round of grants this summer. The final awards will be given out in September.
